The Complete Expat Guide to Renovating Property in the Algarve (2026)

12 min read

The Algarve has become one of Europe's most sought-after destinations for property buyers, and for good reason. With over 300 days of sunshine a year, world-class golf courses, safe communities and an excellent cost of living, thousands of expats from the UK, Netherlands, Germany, France and Scandinavia are buying and renovating properties across the region. But navigating the Portuguese construction landscape as a foreigner presents unique challenges. This guide covers everything you need to know before, during and after your renovation project.

Why the Algarve Continues to Attract Expats

Portugal has consistently ranked among the best countries in the world for expats, and the Algarve sits at the heart of that appeal. While the Golden Visa programme has undergone significant changes since 2023, the region still draws buyers through its Non-Habitual Resident (NHR) successor tax regime, affordable healthcare, and a vibrant international community. Cities like Lagos, Portimao and Lagoa offer a blend of Portuguese authenticity and international convenience that is hard to find elsewhere in southern Europe.

Many expats are choosing to buy older properties that need renovation rather than purchasing new builds. The maths is compelling: a traditional Algarvean villa purchased for 200,000-350,000 EUR plus a 50,000-120,000 EUR renovation often delivers a finished home that would cost 400,000-600,000 EUR if bought turnkey. The renovation route gives you full control over layout, materials and finishes while building genuine equity.

Buying Property That Needs Renovation: What to Look For

Before signing any purchase contract, invest in a proper structural survey by an independent engineer (not one recommended by the seller's agent). Key things to assess include:

  • Structural integrity: Cracks in load-bearing walls, sagging roofs, and foundation issues can turn a bargain into a money pit. Look for diagonal cracks (settlement) vs horizontal cracks (lateral pressure).
  • Damp and waterproofing: The Algarve's waterproofing challenges are real. Check for rising damp, failed tanking, and flat-roof leaks, all common in older properties.
  • Electrical and plumbing systems: Properties built before 1990 almost certainly need full rewiring and replumbing. Budget accordingly.
  • Legal documentation: Confirm the Caderneta Predial matches reality. Illegal extensions are common and can block permits.

Building Permits Explained for Foreigners

Portuguese building permits can feel opaque if you are used to the UK or Northern European systems. There are two main categories:

Comunicacao Previa

A prior notification to the Camara Municipal. Used for interior renovations that do not alter the building's structure, footprint or facade. Typically processed in 20-30 days. Covers most kitchen and bathroom renovations, interior painting, and flooring changes.

Licenca de Obras

A full building licence required for structural alterations, extensions, facade changes, or changes to the building's use. Can take 2-6 months, requires architectural drawings signed by a licensed architect, and engineering calculations. Mandatory for adding rooms, pools, or altering the roofline.

A reputable contractor will advise you on which permit applies and can manage the entire process through the Camara Municipal on your behalf. At RenovAlgarve, we handle all permit applications as part of our project management service, so you do not have to navigate Portuguese bureaucracy on your own.

Realistic Timelines: What to Expect

One of the biggest sources of frustration for expats is unrealistic timeline expectations. Here is what you should genuinely plan for:

  • Bathroom renovation: 2-3 weeks
  • Kitchen renovation: 3-4 weeks
  • Full apartment renovation (T2): 6-10 weeks
  • Full villa renovation: 3-6 months
  • Major structural work + extension: 6-12 months

These timelines assume permits are already in hand. Add 1-6 months for the permit process depending on scope. Always insist on contractual deadlines with penalty clauses for delays, something RenovAlgarve includes as standard in every contract.

Renovation Costs: 500-1,500 EUR per Square Metre

Renovation costs in the Algarve vary significantly based on the scope and quality of finishes. As a general guide for a full renovation:

500-800
EUR/m2
Basic: standard materials, cosmetic refresh
800-1,100
EUR/m2
Mid-range: quality finishes, full refit
1,100-1,500
EUR/m2
Premium: designer finishes, smart home

These figures include materials and labour. Always budget an additional 15-20% contingency for unexpected discoveries, especially in older properties where hidden issues behind walls are common. Use our online renovation calculator for a personalised estimate.

The VAT Advantage: 6% in Urban Rehabilitation Areas

One of the most significant financial advantages for renovators in Portugal is the reduced VAT rate. Properties located within designated Urban Rehabilitation Areas (ARU -- Area de Reabilitacao Urbana) qualify for a reduced 6% IVA (VAT) on renovation works, compared to the standard 23%. Many older town centres in Portimao, Lagos, Lagoa and Carvoeiro fall within these zones. On a 60,000 EUR renovation, that is a saving of over 10,000 EUR. Your contractor should be able to confirm whether your property qualifies and apply the correct rate.

Managing a Renovation from Abroad

Many of our clients manage their renovation remotely from the UK, Netherlands, Germany or France. The key to success is choosing a contractor who provides:

  • A dedicated project manager who speaks your language and is your single point of contact
  • Weekly photo reports documenting progress every Friday
  • Video calls at key decision points (material selections, layout confirmations)
  • A milestone-based payment schedule so you only pay as work is completed and verified

How to Find a Licensed Contractor

In Portugal, any construction company performing work above a certain value must hold an IMPIC licence (Instituto dos Mercados Publicos, do Imobiliario e da Construcao) and an Alvara (construction licence). Always ask for the licence number and verify it on the IMPIC website. A company without valid licensing is operating illegally, and you would have no legal recourse if something goes wrong.

RenovAlgarve holds IMPIC Licence No. 212478 and carries full public liability insurance, workers' accident insurance, and provides a 5-year construction guarantee as required by Portuguese law (DL 67/2003). Our English-speaking team has completed over 250 projects across the Algarve.
